Quality Goal-Setting

Quality goal-setting is a systematic process of defining strategic and operational objectives aimed at the continuous improvement of quality in the functions of a Higher Education Institution (HEI). It forms an integral part of the broader quality assurance system and serves as a tool for planning, monitoring, and evaluating institutional performance.

Key Characteristics of Quality Goal-Setting:

  • Alignment with the institution’s strategy (mission, vision, strategic priorities).
  • Definition of measurable quality indicators (KPIs), both quantitative and qualitative.
  • Establishment of target values, based on historical data or desired performance levels.
  • Assignment of responsibilities to academic and administrative units.
  • Determination of timeframes for the achievement of objectives.
  • Integration with internal and external quality assurance processes (e.g. internal evaluations, programme accreditation).

Quality goal-setting:

  • Supports evidence-based planning and decision-making.
  • Enhances transparency and accountability towards students, society, and the State.
  • Facilitates the systematic monitoring of progress and the implementation of corrective measures.
  • Acts as a prerequisite or complementary component of external evaluation and accreditation, conducted by agencies such as HQA (Hellenic Authority for Higher Education).
